Adjacent blocks of Park Avenue and Vermont Street carry historic brick paving and stamped-concrete sidewalks under the same preservation overlay. Excavation in those rights-of-way is effectively prohibited — and even where excavation is theoretically permitted on the non-cobblestone blocks, the LSNA and HLFI coordination workload makes trenchless dramatically preferable. CIPP needs only two small access pits (or works through existing cleanouts where available), preserves the paving, and finishes in one day.
